Public personnel management has traditionally focused on the development and maintenance of merit systems, equal employment opportunity, unionization, and working condition issues.  Over the last few years, however, public personnel management has changed dramatically.  To ignore these changes when teaching public personnel management would leave you with an incomplete understanding of current public personnel management issues.  Therefore, this course will focus on both the traditional elements of public personnel management and the nascent developments, moving us  towards a more holistic approach to human resources management.
